Deputy Chief Edward Iandoli (Ret.)

Deputy Chief Iandoli began his career with the NJ TRANSIT Police as a Patrol Officer at the Broad Street Station in Newark in 1996. He rose through the ranks at NJ TRANSIT Police Department being promoted to Sergeant in 2001, Lieutenant in 2006, Captain in 2008, Inspector in 2017 and Deputy Chief of Police in 2017. During his tenure, Deputy Chief Iandoli held various supervisory positions and command including Patrol, Train Patrol, Mobile Enforcement Unit (MEU), communications, Detective Bureau Sergeant and Officer – In – Charge of Investigations, and Deputy Chief of Administration. Additionally, he served on the Newark Fugitive Task Force and Incident Commander of the 2015 Papal Visit in Philadelphia for NJ TRANSIT. Deputy Chief Iandoli retired in August 2021.

Inspector Andrew Keelan (Ret.)

Inspector Andrew Keelan was the Commanding Officer of Transit District 2. Until his retirement, he directed and controlled daily Police Operations at Penn Station Newark, The Newark City Subway Light Rail, Bus and Rail Stations in Essex, Morris, Warren, Hunterdon Somerset Middlesex, Monmouth and Ocean Counties.
Inspector Keelan started his career with the NJ TRANSIT Police Department working Patrol, Communications and the Mobile Enforcement Unit. In 1997, He was promoted to Sergeant where he worked Patrol and Communications. Inspector Keelan also served as a Terminal Agency Coordinator. In 2001 Inspector Keelan Started the NJ Transit K-9 Unit, where he served as the K-9 Units first Supervisor and Handler with K-9 Officer "Adam". Inspector Keelan advanced to Lieutenant in 2002 and held various leadership positions and commands including Canine Supervisor, Officer-In-Charge of Records and Communications and Tour Commander. Inspector Keelan was promoted to the rank of Captain in 2011 where he served as Patrol Captain, Commanding Officer of Districts 5, 6 & 7 and from 2013 until 2017 the Commanding Officer of Districts 3 & 4. He was promoted to Inspector in 2017 and was the Commanding Officer of District 2 until his retirement in 2021.

Police Inspector Robert Noble (Mem.)

From 1995 until his passing in 2023, Inspector Noble served NJ TRANSIT and the NJTPD with honor and distinction. Inspector Noble began his decorated service in our Patrol Division. He supported the frontlines to protect you, the State of New Jersey, and the NJ TRANSIT system. Following his patrol service, Inspector Noble worked in various assignments throughout the state. This includes Police Sergeant, Supervisor of Emergency Management, Police Lieutenant, Officer in Charge of Special Operations, Police Captain, Commanding Officer of Special Operations, Police Inspector, and Commanding Officer of Administration.

Captain Frank Castellano (Ret.)

Captain Frank Castellano was the Commanding Officer of Transit District 5, 6 and 7 in Trenton, Camden and Atlantic City for the NJ TRANSIT Police Department. During his service, he directed and controlled all daily Police Operations for these locations.
Captain Castellano joined the NJ Transit Police Department in 2002 after working both as a Seasonal Police Officer for the Mantoloking Police Department and a State Corrections Officer for the Juvenile Justice Commission. Captain Castellano started his career with the NJ Transit Police assigned to the Patrol Division working in Districts 5,6,7 in Trenton, Camden, and Atlantic City. In 2008, he was promoted to the rank of Sergeant and worked in District 2 Newark and then Districts 5 Trenton, and District 7 Atlantic City. In 2013, he was promoted to the rank of Lieutenant and worked as a Tour Commander in the Central Communications Center and then District 3 and 4 in Hoboken and Secaucus. In 2017, he was promoted to the rank of Captain. As Patrol Captain, he supervised patrol operations for the NJ Transit Police Department. In 2021, Captain Castellano was assigned as the Commanding Officer of Transit District 5, 6, and 7 in Trenton, Camden, and Atlantic City. Captain Castellano retired in May 2025.
Deputy Chief Laura Hester (Ret.)

Deputy Chief Hester joined the New Jersey Transit Police Department in August 1994 and served until her retirement in 2025.
Throughout her career, Deputy Chief Hester served on various assignments including Patrol, Train Patrol and the Anti-Crime Unit in 1997 where she specialized in undercover operations. Deputy Chief Hester worked on numerous investigations with the Drug Enforcement Administration (DEA), Food and Drug Administration (FDA), Bureau of Alcohol Tobacco and Firearms (ATF) and New Jersey Attorney General's Office. Additionally, Deputy Chief Hester was assigned to the Essex County Auto Theft Task Force and the Essex County Prosecutor's Office of Special Investigations. She was promoted to Detective Sergeant in 1998. In 2002, she advanced to Lieutenant and was assigned to Transit District 3 in Hoboken as Executive Officer. In 2004, Deputy Chief Hester was assigned as Officer-In-Charge of Transit District 4 in Secaucus. She was promoted to Captain in 2006 where she oversaw the Central Communications Center, Policy and Procedure and Special Events. She was promoted to Inspector in 2012 and was assigned as Officer-In-Charge of Transit District 2. She was promoted to the rank of Deputy Chief in 2015.
Deputy Chief Hester is a veteran of the United States Army and Navy and the recipient of the Lifesaving Award and numerous Merit Awards and Unit Citation Awards. She holds a Bachelor of Arts in Criminal Justice from Seton Hall University and graduated from the Middlesex County Police Academy and NJ State Association of Chiefs of Police's West Point Command & Leadership program.
Deputy Chief Patrick Clark (Ret.)

Deputy Chief Patrick Clark joined the NJ TRANSIT Police Department in January of 1994 and was assigned to the Patrol Division. During his career, he worked in the Anti-Crime Unit, Detective Bureau, and Patrol Division. He was assigned to the Newark Police Department's Tactical Auto Recovery Group Enforcement Team (T.A.R.G.E.T.), the Essex and Union Auto Theft Task Force and numerous narcotic investigations with other law enforcement agencies. Clark served as Officer-in-Charge of Transit District 3 in Secaucus and Executive Officer of Districts 2 and 3 in Newark and Hoboken. He advanced to Captain in 2007. He advanced to the rank of Deputy Chief and served until his retirement in 2019.
Deputy Chief Clark is a graduate of the 252nd session of the FBI National Academy and the recipient of 16 Newark Police Department Command Citations, three Unit Citation Awards, the Excellent Police Service Award, the Essex County Distinguished Service Award and the Letter of Commendation Award. He attended the NJ State Association of Chiefs of Police's Command and Leadership Program, the Penn State High Impact Supervision Course, and the NJ State Association of Chiefs of Police's Police Executive Institute. Deputy Chief Clark graduated from the Middlesex County Police Academy.

Inspector Ryan Fraser (Res.)

Inspector Ryan Fraser served as the Chief of Staff, Emergency Management Coordinator for New Jersey Transit and was responsible for overseeing the Office of Emergency Management and the day-to-day emergency management posture of New Jersey Transit.
Inspector Fraser joined the NJ Transit Police Department in 2005 and held positions as Patrol Officer, Emergency Services Unit Officer, Training Unit Supervisor, Emergency Management Coordinator, and he served as the Captain of Internal Affairs and the Fraud Unit. He was promoted to Sergeant in 2012, Lieutenant in 2017, Captain in 2021 and Police Inspector in 2025.
Deputy Chief Kevin Amberg (Ret.)

In 1990, Deputy Chief Amberg joined the New Jersey Transit Police Department serving various Patrol Division assignments throughout the state of New Jersey. In 1995, he was promoted to Sergeant and assigned to Transit District 7 in Atlantic City where he was a Patrol supervisor, evidence officer and Terminal Agency Coordinator for the Criminal Justice Information System. Deputy Chief Amberg advanced to Lieutenant in 2001 and served as a Tour Commander in northern New Jersey. A year later, he was assigned as the Officer-In-Charge of the Transit Districts 6 and 7 in Camden and Atlantic City. Deputy Chief Amberg was promoted to Captain in 2005 and elevated to Commanding Officer of Transit Districts 5, 6, and 7 in Trenton, Camden and Atlantic City. He later became Commanding Officer of Transit Districts 3 and 4 in Hoboken and Secaucus before being promoted to Deputy Chief in 2008.
Deputy Chief Amberg holds a Master's Degree in Human Resources from Seton Hall University as well as an Associate's Degree and a Bachelor of Science Degree in Criminal Justice. He is a graduate of New Jersey State Association of Chiefs of Police's West Point Command and Leadership program along with several other prestigious training programs. Deputy Chief Amberg also graduated with the highest academic average of his class at the New York State Municipal Police Training Academy in New York City.
Deputy Chief Al Stiehler (Ret.)

Deputy Chief Stiehler joined the New Jersey Transit Police Department in 1987. He served in the Patrol Unit at Broad Street Station before he was assigned to the Department's Anti-Crime Unit and Detective Bureau. In 1991, Deputy Chief Stiehler was promoted to Sergeant serving as the Communications Center Supervisor. He advanced to Lieutenant in 1996 and was named the Commanding Officer of the newly created Fare Enforcement Unit. While serving as Captain from 2002 to 2012, Deputy Chief Stiehler, was the commanding officer in Secaucus and established Transit District 4. He was promoted to Police Inspector before being promoted to Deputy Chief.
Deputy Chief Stiehler holds a Bachelor's Degree in Criminal Justice and is the recipient of several departmental awards. He is a graduate of the NJ State Chiefs of Police's West Point Command and Leadership program from which he received the Harry T. Wilde Award for academic achievement.
Director of Intelligence Edward Bruce (Res.)

Director Edward Bruce commanded the Intelligence Section for the NJ TRANSIT Police Department. He directed and coordinated all counterterrorism and criminal intelligence operations as well as counterterrorism and security risk management programs for the New Jersey Transit Police Department.
Director Bruce joined the NJ TRANSIT Police Department in May of 2011. Throughout his career he has served as both a government employee and consultant on numerous intelligence and counterterrorism assignments for the Intelligence Community, the Department of Defense, the Department of Homeland Security, and various State and Local law enforcement and government agencies. Prior to joining the NJ Transit Police Department, Director Bruce's previous assignments included: the Domestic Port Threat Assessment/Intelligence Team Leader for the US Coast Guard Intelligence Coordination Center and the Office of Naval Intelligence, the Acting General Manager of Security for the Port Authority of New York and New Jersey's Public Safety Department, the Deputy National Threat Lead for the Department of Homeland Security's Port Mass Transit WMD Technical Assistance Team, and the Threat and Vulnerability Lead for the new World Trade Center Master Security Planning Team. Director Bruce served with NJTPD until August 2020.
