Specialized Units (History)

INTELLIGENCE ANALYSIS UNIT

The Intelligence Section's Analysis Unit oversees terrorism and criminal intelligence analysis and production, crime analysis and COMPSTAT. The Unit also directs threat management, collections management, suspicious activity reporting and tracking and management of classified materials.

NJ Transit Police Department Intelligence Unit 
•    Created by Chief Trucillo in May of 2011
•    Supports both counterterrorism and crime prevention/suppression missions
•    Structured to support effective intelligence community practices into transit policing
•    Intelligence unit focuses on both strategic and tactical/operational intelligence
•    In 2023, the Employee Court Advocate (previously with Operations) was reassigned to work with Intel to support data collection to inform the intelligence-led policing mission to support employee safety and security 
•    Comprised of the Director of Intelligence and staff assigned as follows:  Police Officer, Supervisory Intelligence Analyst, Intelligence Analyst and Employee Court Advocate.

Director Edward Bruce commanded the Intelligence Section for the NJ TRANSIT Police Department. He directed and coordinated all counterterrorism and criminal intelligence operations as well as counterterrorism and security risk management programs for the New Jersey Transit Police Department.

Director Bruce joined the NJ TRANSIT Police Department in May of 2011. Throughout his career he has served as both a government employee and consultant on numerous intelligence and counterterrorism assignments for the Intelligence Community, the Department of Defense, the Department of Homeland Security, and various State and Local law enforcement and government agencies. Prior to joining the NJ Transit Police Department, Director Bruce's previous assignments included: the Domestic Port Threat Assessment/Intelligence Team Leader for the US Coast Guard Intelligence Coordination Center and the Office of Naval Intelligence, the Acting General Manager of Security for the Port Authority of New York and New Jersey's Public Safety Department, the Deputy National Threat Lead for the Department of Homeland Security's Port Mass Transit WMD Technical Assistance Team, and the Threat and Vulnerability Lead for the new World Trade Center Master Security Planning Team. Director Bruce served with NJTPD until August 2020.


JUSTICE TEAM to ESU

The NJ Transit Police JUSTICE Team (formed in 2005) was a specialized, high-visibility unit created to combat crime in "impact" zones on NJ Transit properties. The JUSTICE Team was renamed and expanded into the full-time Emergency Service Unit (ESU) in 2011.

The Emergency Services Unit (ESU) provides specialized response capabilities in the areas of Counter Terrorism Operations, Technical Rescue, Hazardous Materials, Rope Rescue, Confined Space, Vehicle Extrication, Trench Rescue, Dive Rescue and Recovery, Tactical Operations, Water Operations, USAR, Crisis Negotiations and Mass Casualty Incidents. ESU officers are selected from within the ranks of CTU Officers who then receive a minimum of 40 weeks of specialized training to become members of ESU.

K9 Unit

The NJ Transit Police Department (NJTPD) K9 unit was established in 2002. The unit initially consisted of three handlers and their canine partners. [Pictured below right to left] Initial Team: Sergeant Andrew Keelan (K9 Adam), Officer Paul Marshall (K9 Hootie), and Officer Sam Wyke (K9 Sanders).

The unit underwent specialized training for the transit environment, including navigating escalators and busy stations.
The unit has greatly expanded over the years, with multiple handlers and K9 serving to protect the system.
