Janice Farkas -
Director of Intelligence

Director Janice Farkas oversees the Intelligence Section for the NJTPD, supporting the mission to maintain public order and safety while deterring and preventing terrorism and crime throughout the NJ Transit system. 

 

The Intelligence Section provides tactical, operational and strategic support to the NJTPD through collection of criminal and terrorist threat information, analysis and production of intelligence products, risk assessments and suspicious activity reporting.  The Unit also engages with local, county, state and federal partners to enhance information sharing at all levels and between public and private entities. 

Director Farkas began her career working in private law firms beginning in 1989. After a twenty-year career in law, Janice left the private sector and transitioned to public service with the New Jersey Office of Homeland Security and Preparedness (NJOHSP). In 2011, she was appointed to the Planning and Project Management Bureau, where she assisted in emergency management planning including co-authoring the State’s Fatality Management Emergency Operations Plan, and Governor’s All-Hazard Playbook. Director Farkas also administered Regional Catastrophic Planning Group Grant Funding, assisted in development of the Threat Hazard Identification and Risk Assessment process and served on a private sector cross-bureau response team in the Regional Operations Intelligence Center at the New Jersey Emergency Operations Center, supporting the response and recovery effort to events such as post-Tropical Storm Sandy. In 2014, Director Farkas was appointed to the Intelligence and Operations Division, Intelligence Management Bureau, as NJOHSP’s first Intelligence Collection Manager where she was responsible for the establishment of a system of intelligence collection for counterterrorism, cybersecurity, and counterintelligence priorities. Ms. Farkas was responsible for the coordination of collection efforts among the multiple bureaus of the Office’s Intelligence and Operations Division, identifying and incorporating newly nominated requirements in accordance with the NJOHSP’s mission, capturing metrics of success to gauge the effectiveness of collection and investigation operations, and inclusion of intelligence in risk-based grant formula. Janice also interfaced with federal, state, and local homeland security and law enforcement partners and published joint intelligence reports with federal partners for inclusion in federal intelligence community. In 2019, she was assigned as head of the Bureau’s Intelligence Collection Unit. In October 2021, Ms. Farkas was appointed the Director of Intelligence for the New Jersey Transit Police Department.

Ms. Farkas is a Certified Instructor for the Regional Intelligence Academy and Police Training Commission and has also served as a member of the Federal Bureau of Investigation Special Operations Crisis Response Team (SO9), having assisted in the response and investigation of the October 2017 Sayfullo Saipov New York City terror incident. Director Farkas is a current member of the Transportation Safety Administration Surface Transportation Security Advisory Committee, Intelligence and Risk Subcommittee, and is also an adjunct law instructor for Bryant and Stratton College.

Director Farkas holds a Bachelor of Arts degree in History from Montclair State University, and graduated Summa Cum Laude from American Public University with a Master of Arts Degree in Legal Studies. She subsequently obtained a Graduate Certificate in Intelligence Management from the University of Maryland and began pursuing her Ph.D. in Strategic Intelligence beginning in January 2021.
