Captain Fraser joined the NJ Transit Police Department in 2005 and has since held positions as Patrol Officer, Emergency Services Unit Officer, Training Unit Supervisor, and Emergency Management Coordinator. He was promoted in Sergeant in 2012, Lieutenant in 2017, and Captain in 2021.

Captain Fraser holds a Bachelor of Science in Business Administration from Rowan University and a Master’s Degree in Emergency and Disaster Management from Georgetown University. He is a board-certified Emergency Manager and a member of the New Jersey Emergency Management Association and International Association of Emergency Managers.
